Information Technology Specialist – II

The IT Specialist Tier 2 is a mid-level technical role responsible for providing advanced end-user support, maintaining secure and reliable IT systems, and supporting the organization’s progression toward stronger cybersecurity practices. This position builds on Tier 1 experience and serves as a bridge between general IT operations and cybersecurity-focused responsibilities.

The role emphasizes system administration, endpoint security, access control, logging, and adherence to security best practices, while still supporting day-to-day IT operations. The IT Specialist Tier 2 is expected to develop skills aligned with a career path toward cybersecurity and assist IT leadership with implementing and maintaining security controls.

Key Responsibilities

IT Support & Systems Administration

  • Provide Tier 2 technical support for desktops, laptops, mobile devices, peripherals, and core business applications.
  • Troubleshoot and resolve escalated issues related to operating systems, applications, networking, and user access.
  • Assist with onboarding and offboarding processes, including account creation, access provisioning, and equipment deployment.
  • Support and maintain Windows-based environments, Microsoft 365, and other enterprise systems.

Security & Cybersecurity-Focused Duties

  • Apply cybersecurity best practices to endpoint configuration, system hardening, and access control.
  • Assist in managing user permissions, group policies, and role-based access controls.
  • Support logging, monitoring, and review of system and security events.
  • Assist with vulnerability management tasks, including patching, updates, and remediation tracking.
  • Participate in incident response activities, including investigation, documentation, and corrective actions.
  • Help ensure compliance with City security policies, standards, and regulatory requirements.

Asset & Technology Management

  • Track, manage, and document IT assets including:
  • Workstations (desktops and laptops)
  • Servers and network-connected systems
  • Security-related hardware and software
  • Mobile devices and specialized equipment
  • Maintain accurate inventory records including asset tags, warranty status, lifecycle stage, and assignment.
  • Assist with equipment lifecycle planning, upgrades, replacements, and secure decommissioning.

Collaboration & Planning

  • Work closely with IT leadership to identify security improvements and technology needs.
  • Coordinate with department heads to support operational requirements while maintaining security standards.
  • Assist in evaluating new technologies with an emphasis on security, risk reduction, and operational efficiency.
  • Document procedures, configurations, and security-related processes.

Position Goals

  • Deliver reliable, secure, and timely Tier 2 IT support to staff.
  • Strengthen the organization’s security posture through consistent application of cybersecurity best practices.
  • Maintain accurate system, access, and asset documentation.
  • Develop advanced technical and security skills aligned with a future cybersecurity-focused role.

Minimum Qualifications

  • Prior experience as an IT Specialist Tier 1 or equivalent.
  • CompTIA Security+ certification (required).
  • CompTIA A+ certification (required).
  • Minimum of 2 years of IT experience (local government experience preferred).
  • Strong working knowledge of Windows operating systems, endpoint management, and common enterprise applications.
  • Foundational understanding of cybersecurity principles, including access control, threat awareness, and incident response.
  • Experience with Microsoft 365, Active Directory, or similar identity and access management systems.
  • Strong troubleshooting, documentation, and organizational skills.
  • Ability to communicate technical concepts clearly to non-technical users.
  • Must adhere to all City policies and procedures related to IT operations, security, and acceptable use.

Preferred Qualifications

  • Additional certifications such as CompTIA Network+, CySA+, or Microsoft security certifications.
  • Experience with logging, SIEM tools, endpoint protection platforms, or vulnerability scanning.
  • Familiarity with government or regulated IT environments.
  • Knowledge of Criminal Justice Information Services (CJIS) Security Policy and compliance requirements.
  • Demonstrated interest in career advancement toward cybersecurity or information security roles.
