JOB SUMMARY/ESSENTIAL FUNCTIONS
• The Compliance Officer has primary responsibility and overall accountability for developing, planning,
organizing, coordinating and implementing all elements of security plans developed per the Code of
Federal Regulations (CFR), Title 33, Part 105/104 and other all-hazards plans.
• Ensures the application of security, safety and emergency preparedness measures designed to
protect the port’s personnel, critical infrastructure and calling vessels with general guidance from the
Manager of Public Safety.
• Works closely with marine terminal management, Physical Security Specialists, and tenants in the
development and implementation of JAXPORT’s Facility Security Plan, including procedures,
guidelines, regulations and policies for the secure and efficient operation of the marine terminals.
• Represents JAXPORT’s security interests and maintains effective liaison and working relationships
with U.S. Customs, Immigration and Naturalization, the U.S. Coast Guard and the Florida Department
of Law Enforcement to ensure efficient and effective cooperation for the movement of cargo through
the JAXPORT’s facilities
• Conducts safety/security, risk/vulnerability assessments and investigations and documents findings
using risk assessment methodologies in an all hazards risk spectrum.
• Responsible for the administration, management and regulatory compliance of the contract security
personnel and conducts routine security and safety inspections during all shifts/hours of security
operations.
• Ensures timely notification to law enforcement personnel and other emergency responders to permit
a quick response to any suspicious activity, breach of security or transportation security incident.
• Ensures that occurrences that threaten the security of the facility are recorded and reported to Public
Safety management personnel and ensures that all facility personnel are briefed of changes in
security conditions.
• Will require rotating shift work and will be subject to mission essential recall as determined necessary.
MINIMUM REQUIREMENTS
Education:
• Associate’s Degree in Homeland Security or closely related field required.
Experience:
• Five years of progressively responsible facility, port/seaport, maritime industry or homeland
security experience required.
• At JAXPORT’s discretion, can substitute degree with seven years’ experience and/or certification
in a comparable position.
• Must possess formal training/experience in conducting risk/vulnerability assessments in an allhazards spectrum (i.e., natural, man-made accidental and man-made terrorism.
• Must be qualified and experienced as defined in 33 CFR Part 105.205.
Job Notice
License/Certifications:
• Must have an FSO Certificate or the ability to obtain the certification within six months of
employment.
Knowledge:
• Knowledge of current industry, economic and legislative trends affecting marine security, safety
and emergency preparedness.
Skills Required:
• Must possess strong problem-solving skills.
• Strong verbal and written communications.
• Ability to enforce rules, regulation and ordinances and work under stressful conditions.
• Ability to work with a diverse group of both internal and external contacts.
Travel: Frequent travel between company locations.
Other Requirements:
• Valid driver license is required and must be maintained during employment.
• Must be able to obtain and maintain a Transportation Workers Identification Credential (TWIC)
during employment.
• Must pass all weapons qualifications and maintain a “G” and “D” security license as described in
F.S.S. 493.
• This position is designated as safety sensitive and is subject to pre-employment and random drug
and alcohol testing.
PHYSICAL REQUIREMENTS
• Frequently remain in a stationary position.
• Constantly move, traverse inside office or on JAXPORT property to accomplish job duties.
• Constantly operate, use or handle equipment, tools, computers and other office machinery.
• Rarely/Never ascend, descend, work atop, traverse on ladders, equipment and buildings to
perform maintenance and safety functions. Heights up to 200 feet.
• Occasionally position self to move, to maintain or repair equipment on terminal or in office.
• Constantly detect, determine, identify, recognize, observe, inspect to read and use computers.
• Constantly detect, converse with, convey, exchange information with others via radio, telephone.
Ability to listen to equipment to troubleshoot
• Frequently move, transport and position, material up to 10 pounds, occasionally up to 50 pounds.
WORKING CONDITIONS
Frequent exposure to unpleasant environmental conditions and/or hazards. Majority of work performed
outside or with exposure to risk.
