The City of Fernandina Beach has a part-time opening(s) for:

Reports to:  Ocean Rescue Lieutenant 

Pay Grade:   204 starting hourly rate $18.23

Minimum Qualifications

  1.   Education and Experience
  •   High School diploma or GED required.
  •   Must be at least 18 years of age.
  •   One year’s experience working in a police environment/public sector preferred.
  •   A comparable amount of training, education, or experience can be substituted for the minimum qualifications.
  1.   Certifications
  •   Candidates must possess a valid American Safety and Health Institute Basic Life Support, BLS for Healthcare Providers and Professional Rescuers CPR certification or be able to obtain it within six months of employment.
  •   Candidates must possess a valid First Aid Certification or be able to obtain it within six months of employment.
  •   Valid driver’s license with an acceptable driving record.
  1.   Knowledge, Skills, and Abilities
  •   Knowledge of principles and practices of police work, including applicable laws and ordinances preferred.
  •   Knowledge of the geography of the City Beaches, as well as physical and social characteristics preferred.
  •   Excellent oral and written communication skills required: Sound judgment, interpersonal- skills, organizational skills, and self-motivation required.
  •   Must be able to work in a team environment and as an individual.
  •   Must be able to work a flexible schedule – weekdays, weekends, and some holidays.
  •   Human Interaction: Requires the ability to apply principles of persuasion and/or influence over others in coordinating activities of a project, program, or designated area of responsibility.
  •   Equipment, Machinery, Tools, and Materials Utilization: Requires the ability to operate, maneuver and/or control the actions of equipment, machinery, tools, and/or materials used in performing essential functions.
  •   Verbal Aptitude: Requires utilizing various reference and descriptive data and information.
  •   Situational Reasoning: Requires the ability to exercise judgment, decisiveness, and creativity in situations involving the evaluation of information against sensory, judgmental, or subjective criteria, as opposed to that which is clearly measurable or verifiable.
  •   A comparable amount of training, education, or experience may be substituted for the minimum qualifications.

General Description

The following duties are normal for this position. The omission of specific statements of the duties does not exclude them from the classification if the work is similar, related, or a logical assignment for this classification. Other duties may be required and assigned.

This is responsible work of moderate difficulty in performing paraprofessional and technical duties within the Fire Department. This position manages and enforces ordinances related to the beach and its parks.

Essential Functions

  1.   Performs various para-professional law enforcement activities in providing security and safety of area of assignment, such as beaches,    piers, parking areas, and others.
  2.   Enforces local ordinances, resolutions and laws pertaining to such areas as dog control, parking enforcement, etc.
  3.   Issues parking citations for vehicles and/or persons in violation of parking ordinances; testifies in court as required.
  4.   Performs various public safety tasks in ensuring public and citizen welfare; administers first aid; reports suspicious activity/persons via police dispatch; assists with disabled/stranded vehicles.
  5.   Maintains responsibility for equipment and other materials, supplies, and/or equipment applicable to area of assignment.
  6.   Patrols and monitors grounds, facilities, and recreation areas to ensure safe and efficient conditions at all times; report needs for maintenance and/or repair of assigned structures, facilities, grounds, and/or recreation areas.
  7.   Response to a wide range of public information requests, inquiries, and complaints; provide information or direct it to the appropriate entity.
  8.   Assists sworn personnel as needed; provide crowd control and parking assistance for special events; assists with emergencies; transports abandoned bicycle and those involved in accidents; checks and advises sworn personnel regarding reported complaints.
  9.   Attends various meetings and assists in community programs, youth programs, and special events.
  10.   Responds to and investigates complaints of non-violent and non-emergency calls for service on the beach.
  11.   Direct traffic as needed.
  12.   Prepares reports as required.
  13.   Provides clerical/administrative support as directed.
  14.   May operate various vehicles as needed, including standard automobiles, low-speed electric vehicles, all-terrain vehicles, and bicycles.
  15.   Manage beach parking in the Seaside Park driving area.
  16.   Provide feedback and solutions to ongoing issues regarding overall public safety on the beach.
  17.   Other duties as assigned.

Essential Physical Skills

Acceptable eyesight and hearing (with/without correction), sitting, walking, running, standing, kneeling, bending, climbing, heavy lifting, and carrying (up to 50 lbs.).

Environmental Conditions

Works outside in various weather conditions with exposure to ultraviolet radiation for extended hours daily.
