 GENERAL DESCRIPTION

The purpose of this classification is to perform administrative, supervisory, and technical work in the field of maintenance of various grounds, streets, facilities, and rights-of-way with the City of Fernandina Beach

 ESSENTIAL FUNCTIONS

The following duties are normal for this position.  It is not designed to contain or be interpreted as a comprehensive inventory of all duties, environmental conditions, or qualifications required of employees assigned to this position.  Other duties may be required and assigned.

1.    Manages the skilled maintenance of various grounds, streets, facilities, rights-of-way, and removal of yard debris using proper techniques.

2.    Develops work orders and maintenance schedules; establishes work priorities, goals, objectives, and schedules for subordinate staff.

3.    Establishes and implements preventive and routine maintenance programs.

4.    Performs regular inspections with the rights-of-way to develop and identify maintenance needs and to ensure compliance with applicable safety standards.

5.    Ensures the safe operating conditions per work site, i.e. setting barricades, cones and signs’ monitoring and directing traffic.

6.    Responds to emergencies and after-hours calls. Assists personnel under charge in all facets of tasks performed as needed.

7.    Ensures proper instruction and training of personnel in methods and procedures, proper use of equipment, general preventative maintenance, systems maintenance and repair, and proper safety protocols.

8.    Works independently and within a team on special and ongoing projects. 

9.    Research, reviews, and compiles detailed and specialized information as assigned.

10.    Oversees technical work on various infrastructure.

11.    Keeps up to date on information and technology affecting functional areas to increase innovation and ensure compliance.

12.    Provides timely, accurate and thorough performance evaluations for supervised employees.

13.    Communicates effectively with citizens, vendors, and City staff through electronic and verbal means.

14.    Complies with all written City policies and procedures.

15.    Performs other duties as assigned.

 MINIMUM EDUCATION AND EXPERIENCE

Education and Experience:

High School diploma or equivalency diploma. 10 years of municipal-related experience with 5 years in a progressive leadership role within the maintenance work of various grounds, parks, streets, facilities, rights-of-way, or stormwater systems is required.

Certifications and Licenses:

Certifications and Licenses:  Valid Drivers Class “A” or “B” Commercial Driver’s License with an acceptable driving record preferred. Equipment TRAINER Certification, Maintenance of Traffic Certification & CPR certification required. 

 KNOWLEDGE, SKILLS AND ABILITIES

Performance Aptitudes:

    Skills in groundskeeping, custodial, and equipment maintenance activities. 

    Skills in the maintenance of rights-of way with knowledge of equipment operations, construction, and maintenance methods and practices required.  

    Ability to exercise judgment, decisiveness and creativity in situations involving a variety of generally pre-defined duties which are often characterized by frequent change. 

    Ability to work in a team environment; contribute as a team member and treat co-workers, subordinates, and citizens with respect; and to make decisions on procedural and technical levels.

Essential Physical Skills:

Acceptable eyesight and hearing (with or without correction), moderate to heavy (up to 75 pounds) carrying, pushing, pulling, standing, walking, lifting, walking, running, bending, sitting. Reasonable accommodations will be made for otherwise qualified individuals with a disability.

 Work Environment:

Works inside and outside in various weather conditions. Some tasks may regularly be performed with exposure to adverse environmental conditions such as dust, pollen, odors, humidity, fumes, temperature and noise extremes, machinery, vibrations, electric currents, traffic hazards, or pathogenic substances.
